Blogger lets the user insert images and videos from the pc or other sources. Text is supported by typing in the page it gives you. You can also embed links that show up as whatever text desired.

Blogger is obviously targeted towards blogs, however one can make it a tutorial based blog and it can be a wiki-sort of page. Since videos can be inserted a vlog is possible.

Blogger lets you add captions to images, ALT text to videos and images, closed captions for videos, and ability to edit a post even if published.
